Who must obtain a Food License (FSSAI):

Every operator of a food business must get a Food License before beginning operations. India’s Food Safety Standards Authority issues food licenses (FSSAI). Food Safety and Standards Act of 2006 regulates the Food Safety and Standards Authority of India (FSSAI).

Who doesn't require a Food License (FSSAI):

A petty manufacturer who himself creates or sells food items, or a petty retailer, hawker, itinerant vendor, or a short-lived stall holder, or a little scale or cottage or such other food-related businesses or little food company operator. However, if their annual sales are but  Rs. 12 lakhs,  they’re eligible to apply for registration under the Food Safety and Standards Act of 2006.

What are Registration and Permission:

Registration: A proprietor of a little food business whose annual revenue does not exceed Rs. 12 lakhs must apply for Registration.

License: A food business operator who isn’t a small food business operator must submit a License application.

How to Obtain an FSSAI Registration or License:

Listed below are  the specified  Documents and Registration Process Step-by-Step.

Documents Required

State/Central License for Non-Production/Pricing Units
  1. List of Society/Trust Directors/Partners/Proprietors/Executive Members with full address  and get in touch with  information,  also  as designation of authorized signatory on letterhead.
  2. Photo identification and proof of address (i.e. Aadhar) issued by  the govt  on behalf of the proprietor/partners/directors/authorized signatory.
  3. Proof of occupancy of the premises,  like  a deed, rental agreement, or  bill .
  4. Registration Certification
  5. Partnership Deed/MOU, Articles of Association/Bylaws/Self-declaration of a Sole Proprietorship.
  6. Form IX: Person Nomination on Letterhead. Inapplicable  within the  case of Ownership.
  7. In the case of groundwater extraction, an authorization from the CGWA is required per FSSAI orders  of two  January 2018 and 11 January 2021.
  8. Any document necessary by the licensing authority  to ensure  food safety.
  9. Analysis Report (Chemical & Bacteriological) of water to be used as an ingredient in food from a recognized /public health laboratory to validate the potability, including the identity of the authorized Lab representative who collected the sample  and therefore the  date of sample collection. Not applicable if no water  is employed  as a component. Applicable to Food services  like  Hotels/Restaurant, Food Vending, Club/Canteen, and  the other  prepared food outlet.
  10. Import Export Code (IEC) and  foodstuff  Recall Plan for Importers.
  11. Import Export Code and Declaration prohibiting the sale and consumption of export-only items on the domestic market. Moreover, the products intended for export only meet  the wants  of the nation of import. This pertains to Merchant Exporters.
  12. Recall Plan for Corporate Headquarters/Registered Offices and E-Commerce Companies.
  13. List of Transporter Vehicle Registration Numbers.

  9. Assign a blueprint/layout design of the processing unit indicating  the size  in meters/square meters and operation-wise.
  10. Production unit pictures.
  11. Name and list  of kit  and Machinery, including quantity, installed capacity, and horsepower.
  12. Analysis Report (Chemical & Bacteriological) of water to be used as an ingredient in food from a recognized /public health laboratory to validate the potability, including the identity of the authorized Lab representative who collected the sample  and therefore the  date of sample collection. Not applicable if no water  is employed  as a component.
  13. Recall Program.
  14. Plan for sourcing or acquiring mil  within the  event of Dairy Processing.
  15. Source of Raw Materials and NOC from Municipal Corporation/Local Authority for Meat Processing and Slaughterhouse.
  16. NOC from manufacturers for Repackagers and Relabelers
  17. Each product's product specification (ingredients as per applicable schedule) must include the purity standards chosen for ingredients of Nutraceuticals and dietary supplement products in accordance with the prescribed format. this is applicable  to Nutraceutical products.
  18. Composition  of every  product in accordance with the specified format for Proprietor Foods.
  19. In the case of Novel Foods, each product must be approved by the FSSAI headquarters.
  20. Pesticide residue report of water to be used as an ingredient  within the  production of Packaged Drinking Water, packaged  drinking water , and/or  soda water  from a recognized/public health laboratory indicating the name of the authorized representative of the Lab who collected the sample and the date of sample collection,  also  as the source of raw water and treatment plan for Packaged Drinking Water.
  21. Import Export Code (IEC), Declaration that export-only products must not be offered  purchasable  or consumption in the domestic market. additionally , products destined for export must meet the norms of the importing country  and obtain  a Ministry of Commerce Certificate for 100 percent EOU if the program is utilized. this is applicable  to the Exporter role.
  22. Any document necessary by the licensing authority  to ensure  food safety.

FSSAI stands for Food Safety and Standards Authority of India.

FSSAI registration is required for  a person , restaurant, hotel, or business that trades, supplies, sells, or produces food.

A petty manufacturer who himself manufactures or sells any article of food or petty retailer, hawker, itinerant vendor, or temporary stall holder or small scale or cottage or such other industries  referring to food business or tiny food business operator, but they shall register themselves with such authority and in such manner as may be specified by regulations of FSSAI, without prejudice to  the supply  of safe and wholesome food for human consumption or affecting in any manner.

India's food industry  are going to be  governed by the Food Safety and Standards Authority of India and the State Food Authorities.

Food businesses with an annual turnover of  but  Rs. 12 lakhs are eligible for Basic Registration.

State License is required for food businesses with a revenue between Rs. 12 lakhs and Rs. 20 crores per  financial year .

Food businesses whose annual revenue exceeds Rs. 20 crores are required  to get  a central license.
